			<abstract><p>В статье рассмотрена и проанализирована одна из градостроительных проблем последнего времени – проблема уплотнительной застройки городов, преимущественно, крупных. Повышению плотности застройки и, соответственно, этажности жилых зданий способствует увеличение концентрации населения. В Российской Федерации, как и во многих городах мира, всё больше нарастет проблема уплотнительной застройки. В работе проведен анализ текущей ситуации в сфере городского жилищного строительства в России и, в частности, основных проблем уплотнительной застройки в Санкт-Петербурге на примере Приморского и Адмиралтейского районов, а также нового района Парнас на севере города. Показано превышение численности и плотности населения по новым административным районам города. Особое внимание уделяется особенностям городской политики Санкт-Петербурга. Приведены экономические, социальные, рыночные, соревновательные и другие факторы, побуждающие строительные компании к уплотнительной застройке повышенной плотности. Представлены модели уплотнительной застройки городов мира (европейская, азиатская, американская, российская). Приведены основные недостатки уплотнительной застройки в Российской Федерации в сравнении аналогичной застройкой в других странах. Показано, что уплотнительная застройка в России однозначно воспринимается населением отрицательно, тогда как за рубежом – как основное направление эффективного развития городов. В этой связи необходим пересмотр современной нормативной базы в сфере проектирования и градостроительства, а также использование опыта прогрессивных стран. Выводы, полученные в результате сбора, анализа, синтеза полученных сведений, позволили предложить эффективные способы решения представленных проблем, связанных с уплотнительной застройкой российских городов.</p></abstract><trans-abstract xml:lang="en"><p>The article examines and analyzes one of the urban planning problems of recent times - the problem of the sealing development of cities, mainly large ones. An increase in the concentration of the population contributes to an increase in the density of development and, accordingly, the number of storeys in residential buildings. In the Russian Federation, as in many cities of the world, the problem of sealing construction is growing more and more. The paper analyzes the current situation in the field of urban housing construction in Russia and, in particular, the main problems of sealing construction in St. Petersburg using the example of Primorsky and Admiralteisky districts, as well as the new Parnas district in the north of the city. The excess of the number and density of the population in the new administrative districts of the city is shown. Special attention is paid to the peculiarities of the urban policy of St. Petersburg. The economic, social, market, competitive and other factors that induce construction companies to build high density densification are given. Models of sealing construction of cities in the world (European, Asian, American, Russian) are presented. The main disadvantages of sealing buildings in the Russian Federation are given in comparison with similar buildings in other countries. It is shown that compaction building in Russia is unambiguously perceived by the population negatively, while abroad - as the main direction of effective urban development. In this regard, it is necessary to revise the modern regulatory framework in the field of design and urban planning, as well as to use the experience of progressive countries.
