FORMATION OF THE COST OF CAPITAL REPAIRS AT THE INVESTMENT PLANNING STAGE

Abstract
Improving the comfort and safety of the living environment and activities of citizens is achieved by effective operation, timely capital repairs and reconstruction of buildings and structures (fixed assets). The key issue of the implementation of capital repairs of buildings and structures is the lack of a mechanism for justifying, planning and managing the cost of these works. The analysis of the draft Strategy for the development of the construction industry until 2030 (hereinafter referred to as the Strategy) revealed the creation of a construction cost management system at all stages of the object's life cycle. However, within the framework of the concept of pricing regulation in the construction industry, the proposed set of tools (federal unit prices, element estimated standards and enlarged standards) does not allow for the possibility of quickly determining (planning) the reasonable cost of major repairs performed at the operational stage of the object's life cycle. The article argues for the creation and application of a system for justifying, planning and managing the cost of work (within the framework of the concept of pricing in construction) for capital repairs using aggregated indicators of the cost of capital repairs.
